Foreign buyers at Persa Place

Vietnam’s Housing Law allows foreigners to own apartments in commercial housing projects, but each project needs its own approval. For Persa Place, this approval had not been confirmed as of the update date. This page explains what to check.

General rules

  • Housing Law 2023: foreign individuals permitted to enter Vietnam may own housing in commercial housing projects, except in areas reserved for national defence and security.
  • Foreign ownership may not exceed 30% of the apartments in one building.
  • Ownership lasts up to 50 years from the issue of the certificate and may be extended once, for up to another 50 years, on request (Article 20(2)(c), Housing Law No. 27/2023/QH15).

The Persa Place condition

Notice 3968/SXD-QLN&TTBĐS dated 17 April 2026 requires the developer to consult and obtain approval from the competent authorities (provincial, defence and security) before selling or lease-purchasing to foreign organisations or individuals.

As of the update date, Happy Land has no separate foreign-ownership approval or remaining-quota figure for the building. The developer’s website mentions 50-year ownership for foreigners, but that does not confirm available quota.

The 30% figure is a legal ceiling; it does not mean the building still has 30% of its units available to foreigners.

Check before paying a deposit

  • The project’s foreign-ownership approval and the remaining quota in the building.
  • Whether the specific unit can be sold to a foreigner.
  • A valid passport and entry stamp or visa for the buyer.
  • For a resale: whether the seller and developer accept a transfer to a foreign buyer.
  • Overseas Vietnamese: conditions differ depending on whether you hold Vietnamese nationality; your documents need to be checked individually.
